In a story about moving a new processing facility for recycling to Palmetto Commerce Parkway in North Charleston, environmental engineer Robert Lawing is quoted by David Slade as telling city planning commissioners, "the county's current recycling site operates during daytime hours, and rarely produces unpleasant owners."

Would a new one produce more "unpleasant owners" in North Charleston? Time will tell.
