"If the voters reject the sales tax, the district apparently already has enough borrowing authority remaining within their statutory 8% limit to complete the seismic repairs. To exceed this 8% constitutional limit would require them to pursue a voter referendum."

There is a potentially loaded bomb buried somewhere in the report comparing the Charleston school sales tax referendum with the one passed a few years ago in Horry County. What was the "threat" published in materials supporting Horry County's first and unsuccessful attempt to gain voter approval. This article only said it was the basis of a legal challenge which set aside the first referendum in 1998. I wouldn't be surprised if the threat was something like, "If voters don't approve the sales tax, then we have no choice but to raise property taxes." The reporter should have included a follow up on what could have been a very important fact or at least one worth identifying before moving on.
