At last a measure of education that gives South Carolina a C instead of an F! Of course, that does not mean that CCSD was not dragging down its scores.

I'd be curious to know just how much Charleston's overall record really does pull down the rest of the state. Maybe the state shouldn't hold CCSD harmless the next time it goes for more state money than the established distribution formulas allow, as I'm sure CCSD will.
